A little late?

Why does it take the execution of a 14 year old girl before the police will decide to go into a known drug market. The police need to be far more pro-active with these drug markets. The same thing happened up on Georgia Ave., where a long time known drug market was largely ignored by the police. It was not until after someone was murdered there, and the community demanded action, did a plan get set up to try to get rid of that drug market. What is going to discourage people from selling drugs in the city if they think that they can get away with it as long as no one gets killed?
