Doesn't the DNC know D.C. is a solid Democratic voting block?

You would think that the DNC would be interested in the District's ultimate goal of full representation in Congress. Like most urban cities, D.C. votes upwards of 90% democrat. If, and when, D.C. gets full voting representation, it will be a benefit to the DNC.
