Man shot dead in NE

"A 40-year-old District man, who was described as friendly and kindhearted, was fatally shot yesterday morning on K Street NE, police said.D.C. police said Gregory Ragland of the 1000 block of 17th Place NE was shot shortly after 6 a.m. around the corner from where he lived.
